ABIA’S RISE: How Governor Alex Otti Turned Poor Grades Into Excellence (OPINION)

For decades, Abia State was a case study in missed opportunities. Despite its economic power, industrial base, and human capital, the state consistently ranked low on governance, infrastructure, health, and education indexes. Roads were impassable, waste choked cities, schools and hospitals were in decay, and citizen trust in government hit rock bottom.

That narrative changed a few days ago.

According to the 2026 Nigeria State Performance Index (pSPI)_ released by Phillips Consulting, Abia State has emerged as Nigeria’s highest-rated state for citizen satisfaction with a score of 3.86 out of 5. It is the only state in the “Good” performance category, and the 3rd most improved state in the country on the Momentum Index with a score of +0.67.

This is not just a ranking. It is validation. It is proof that good governance works, and that leadership matters.

The Otti Effect: From Neglect to Delivery

When Governor Alex Otti, OFR, assumed office in May 2023, he inherited a state burdened by years of systemic failure. The mandate was clear: restore dignity, rebuild systems, and deliver results. Two years on, the pSPI shows Abia has converted public resources into real outcomes for residents.

The pSPI methodology is rigorous: 70% objective data from audited financials and credible sources, and 30% direct citizen perception. To lead in citizen satisfaction means the people themselves feel the change. And they do.

1.Infrastructure: Roads That Work, Cities That Move*
The transformation of Aba, especially in the areas of road infrastructure, waste management, and security, is the most visible symbol. Port Harcourt Road, Ohanku Road, Cemetery Road, Omuma Road, and dozens of inner-city roads have been reconstructed. Drainage and flood control works have been intensified to end decades of annual flooding. For the first time in years, businesses can move goods, workers can get to work, and residents can drive without destroying their vehicles. Infrastructure is no longer a promise. It is pavement.

2. Health: Restoring the Dignity of Care.
   The Otti administration prioritized primary healthcare. General hospitals across the 17 LGAs are being rehabilitated and equipped. Abia State Health Insurance is being expanded to cover more citizens. The presence of drugs, power, and staff in hospitals — basic things that were missing — is restoring public confidence that government can care for its people.

3. Education: Investing in the Future
From the retrofitting of public schools to the payment of owed teacher salaries, the introduction of free compulsory education, and the recruitment of teachers, these are some of the measures taken to turn things around. The administration’s focus on technical education and partnership with industry aligns with the “Made-in-Aba” identity, ensuring young people are equipped with skills, not just certificates.

4. Waste Management and Urban Renewal
Aba and Umuahia were once drowning in refuse. Through ASEPA and GADA, a new sanitation regime is in place. Markets are being decongested, illegal structures removed, and environmental laws enforced. A clean city is not just about aesthetics. It is about public health, investor confidence, and civic pride.

5. Security and Fiscal Discipline
By blocking leakages, publishing financial reports, and ensuring prudent use of FAAC and IGR, the government has created fiscal space for projects. A safer business environment in Aba, driven by better lighting, road access, and coordinated security, has further boosted commerce.

Why This Feat Matters

Abia’s jump to No.1 in citizen satisfaction and Top 3 in improvement sends three powerful messages:

1. Trust Can Be Rebuilt*: After years of poor performance, citizens now believe government can work. That trust is the foundation for higher IGR, diaspora investment, and social cohesion.
2. Performance Attracts Capital: Investors and development partners go where governance is stable. This has always been Governor Otti’s philosophy. Abia is now positioned as the most credible state in the South East for business and donor funding.
3. The “Abia Model” is Exportable: What Otti has done in the last two years proves that with political will, transparency, and focus on service delivery, any state can be turned around.

The Road Ahead

This ranking is not the finish line. It is the starting point. If Abia maintains this momentum, the next few years will see:

• Aba fully repositioned as Nigeria’s SME manufacturing hub
• Improved health and education outcomes reflected in national statistics
• Higher IGR that reduces dependence on federal allocation
• Increased diaspora and private sector investment through the Abia Diaspora Commission

Governor Otti and the Abia State Government deserve commendation for this feat. They took a state that was an afterthought on development indexes and made it the benchmark for citizen satisfaction in Nigeria.

The pSPI 2026 report has done what elections alone cannot do: it has measured the impact of governance on the lives of ordinary people. And the verdict is clear — Abia is working again.

The task now is to sustain it, deepen it, and ensure that every community in Abia feels this transformation.

It is not by accident that Abia State is recording giant strides in many spheres. It is simply because Governor Otti’s multi-layered developmental strategies are being executed with people-oriented precision.
