Ngige Speaks On Southeast Appointments, Faults Marginalization

Nigeria’s Minister of Labour and Employment, Chris Ngige has dismissed claims of the Federal Government marginalizing the Southeast.

Ngige insisted that the Southeast has equal representation at the Federal Executive Council, FEC, like other regions of the country.

The minister, who rubbished claims of lopsided appointment by the Buhari-led government, insisted that Igbos have enjoyed key appointments in the past.

ASSISTANT TO STATE PROCUREMENT OFFICER

Qualifications And Experiences

-At least B.Sc. in engineering or Masters in Economics/Statistics/Finance/Business Administration /Management/Procurement/Marketing/Law or any other relevant field. Professional degree in Procurement from any internationally recognized institution will be given preference.

-At least four (4) years general work experience including two (2) years of experience in the field of procurement in a public/autonomous/international organization where the responsibility substantially covers the procurement of goods and services. Candidates having experience as consultant in the field of procurement in similar IFAD aided project will be given priority.

-Sound understanding of principles underlying good procurement practices; procurement guidelines of international agencies; procurement rules and procedures of the Government, ability to identify and resolve procurement issues.

-Excellent communication (both oral and written) in English, interpersonal and computer skills and strong negotiation skills.

RESPONSIBILITIES:

-He or she will assist to prepare and update the Procurement Plan in consultation with the PIU for all goods and services to be procured under the Project; and enter those in electronic monitoring systems. The procurement plan will detail contract packages for goods and services, estimated cost for each package, procurement or selection methods and tentative processing time of each procurement activity in compliance with the Financing Agreement and the applicable regulations.

-He or she will assist to prepare documents based on user requirements ensuring that technical specifications of goods are in conformity with the prescribed standards; and assist project while procuring goods following open tendering method.

-He or she will assist to organize and assist in the opening of bids / proposals and prepare draft minutes.

-He or she will assist the PIU in organizing all clarification meetings, pre-proposal meetings etc. with prospective bidders / consultants and actively participate and prepare draft minutes.

-He or she will assist in performing any other appropriate/relevant tasks assigned by the Project Director/ competent authority.

He spoke at an emergency stakeholders meeting of the Association of Eze Ndigbo in the 19 Northern States and Abuja during the weekend.

Ngige, however, noted some of those in the FEC do not understand how the government works.

The minister insisted that the Southeast have produced an Inspector General of Police, IGP, Chief of Army Staff, Secretary to the Government of the Federal among other key positions in the past.

He said: “We are in the Federal Executive Council (FEC), which is composed of a minister per state.

“But we have one extra ministerial slot. So, the South East is effectively represented to ensure justice is done to the region.

“People can say that we are not honoured with appointments of Inspector-General of Police, Chief of Army Staff and Secretary to the Federal Government (SGF). These are positions we have enjoyed before in Nigeria.

“Southeast produced two Inspectors-General of Police (IGPs), Ogbonnaya Onovo and Mike Okiro. We had an SGF, Senator Pius Anyim. We also produced four Senate Presidents. Twice we produced Deputy Senate President and Deputy Speaker, Ike Ekweremadu and Emeka Ihedioha respectively.”

He noted that those named above were in charge of federal budgets” for eight years.

Ngige stressed that the talk about the Southeast being marginalized in the area of “appointments” was a “matter of perception.”

“A lot of them don’t understand how government works. A lot of them don’t understand that I, as a member of FEC can influence things that will come to my State, my zone or any other area and where we think things should be sited or done in Nigeria,” he added.
